Background of the Study
Mohammed Musa Bello, as the Federal Capital Territory (FCT) Minister, has been actively involved in policies aimed at addressing the housing crisis in Abuja and its surrounding areas, including Karu in the FCT. The increasing demand for affordable housing, driven by rapid urbanization and population growth, has become a major challenge in the region. Karu, located on the outskirts of Abuja, is a rapidly growing area that has seen a surge in the construction of residential buildings, both for sale and rental.
Bello’s tenure as FCT Minister has been marked by efforts to increase housing supply through public-private partnerships, regulatory reforms, and infrastructural development. Statement of the Problem
The rapid urbanization in Karu and the increasing population have heightened the demand for housing, but affordability remains a persistent issue. Despite Mohammed Musa Bello’s efforts to address this issue through various housing policies, there is limited research on how these policies have impacted the affordability of housing in Karu. Many residents continue to struggle with the high cost of housing, while others face challenges related to the quality of housing developments. This study seeks to investigate the effectiveness of Bello’s policies in making housing affordable and accessible in Karu, FCT, and to identify the underlying factors contributing to the gap between policy intentions and the reality of housing affordability.

The study will be limited to Karu, and will not extend to other areas of the FCT or to broader national housing policy issues.
